Breakfast meeting for Pau-Droit-Energy

Breafast meeting of the Pau Droit Energie consortium, Tuesday, February 7, 2017, from 8:30 to 10 am in the building of UPPA's "UFR droit, économie et gestion". The theme will be Data and energies.

The rise of renewable energy resources is changing, in profound ways, the economic models of the energy sector, with trends like:

  • Decentralized decisions,
  • Users at the center of the system,
  • Self-sufficiency
  • Energy decisions and management in the construction industry
  • New energy uses

Each of these items depends on digital transformations.

With the growing use of information and communication technologies in the energy field, in particular with the creation of SmartGrids, the quantity of data and the variety of kinds of data are growing exponentially.

Public policy, both national and European, like the August 17, 2015 law on energy transition and sustainable growth and the Octobre 7, 2016 law for a digital Republic, are encouraging the actors of the energy world to invest heavily in the management of this data.

The question is become a truly strategic question for energy businesses, for public entities and for regulators, both because of the new opportunities that arise, and the risks that must be taken into account.

For the energy field, the data gathered is of interest because of its quantity, but also because of the diversity of the legal status of the information (ICS, personal data, technical data, administrative data...). The plurality of legal systems that this implies brings with it differing regulatory regimes that are often difficult to reconcile.

By the same token, the goals pursued by the different actors in terms of data management can become contradictory and will require complex arbitrages.
